This presentation will review the new North Carolina statute pertaining to juveniles' capacity to proceed. The statutory requirements for evaluations and reports will be discussed. There will also be review of the credentialing standards and procedures for evaluators as well as the remediation process for those juveniles deemed incapable to proceed.

Bob Cochrane
Dr. Bob Cochrane is the Statewide Director of Forensic Services for the North
Carolina Department of Health and Human Services, where he oversees the planning
and implementation of forensic services in North Carolina. He previously served as the
training director for the North Carolina Department of Public Safety, and he worked for
21 years for the Federal Bureau of Prisons where he was the internship training director
and forensic evaluator at the Federal Correctional Complex in Butner, North Carolina.
Dr. Cochrane is board certified in Forensic Psychology. He is past president of the
American Academy of Forensic Psychology, former board member and examination
faculty for the American Board of Forensic Psychology, and a member of the North
Carolina Psychology Board.
